IPC 2015 701.2 Sewer Required: Buildings in which plumbing fixtures are installed and premises having drainage piping shall be connected to a public sewer, where available, or an approved private sewage disposal system.

IPC 2015 701.4 Sewage Treatment: Sewage or other waste from a plumbing system that is deleterious to surface or subsurface waters shall not be discharged into the ground or into any waterway unless it has first been rendered innocuous through subjection to an approved form of treatment.

Properties have the potential to simply discharge sewage into the environment. This item requires that building sewage be discharged into a sewage system. It is possible to find homes with damaged building sewers that are connected to any sewage system.

Building sewers need to actually conduct all wastewater and sewage into a system. They cannot allow leakage into the environment. There are many sewer defects that can allow leakage.
